合格抽選会

愛媛には、中・高一貫教育の県立中学校が３校あるが、そこの入学候補者の発表が２６日、各校であったとニュースで報じられていた。
入学候補者数は３校計５６０人で、全受験者９８０人に対する倍率は１．７５倍。
しかし、これはあくまでも入学候補者であって、合格者ではない。
この入学候補者を、３０日には各校で抽選し、入学予定者（合格者）を決定するらしい。
抽選は公開方式で、校長が受験番号の書いた封筒を引き、引いた順に入学予定者となるとのこと。

私は実際の抽選会を知らないが、ここで抽選にもれた親子はかなり悲惨だという話が親たちの間でいつも話題になる。
なぜ、中学校の合格を決めるのに「抽選」が必要なのだろう？そんな疑問を持つのは私だけだろうか？
「抽選」イコール透明性、平等・・・とかの考えからなら、どこかおかしい気がするのも私だけだろうか？
確かに、不透明な推薦制度よりは、目の前で結果がわかる抽選はわかりやすいのかも知れないが。
もしもダメだったときに「それは実力のせいではなくて、くじに当たらなかっただけだから・・・」と慰めることができるから？？？こんなことを考えてしまうのは、くじ運の悪いせいだろうか。

自分の住んでいる愛媛ってところは大好きだけれど、このことは私の中で「愛媛の七不思議」のひとつになっています。
誰かよく知っている方がいらっしゃったら、この答えを私にわかりやすく教えてください。
